Aleric Inglewood 07201a5cfe Add AICurlInterface::getNumHTTPRunning ...

Replaces LLTextureFetch::getNumHTTPRequests.
Returns AICurlInterface::Stats::running_handles.
This is work in progress that temporarily doesn't compile because
LLTextureFetch::getNumHTTPRequests is still being used somewhere.
