Shyotl fe372028dc Shuffled LL_COMMON_API around in spots to match v2
Added llformat_to_utf8
Added LLProcessLauncher::getExecutable()
LLStringTableEntry() ctor and dtor definitions moved from .h to .cpp
(should be safe)
